Delacombe Estate Community Revitalisation – Ministerial Response

Original constituency question from Juliana Addison MP to Parliament –

My question is directed to the Minister for Housing regarding the $10 million investment this government is making to revitalise the Delacombe estate.

This is an important project as it will improve housing and public areas as well as create better connections that will improve access to community facilities including the Doug Dean Reserve and Delacombe Primary School. I wish to thank the Delacombe community members who have been in the consultation process to date.

My question to the minister is: what are the next steps being taken to move forward with this important $10 million community revitalisation project in my electorate of Wendouree to transform lives in this area and make things better for our residents?

I look forward to the minister’s response and reporting back to the Delacombe community about what we are doing to make Delacombe an even better place to live.

Response from the Hon Richard Wynne MP, Minister for Housing (2nd March 2021)  –

The Delacombe Estate Revitalisation Project is an important project aiming to deliver new homes, improved public spaces, and better connections to the broader Delacombe area. As you know, a draft masterplan is currently being prepared to guide the future development of the estate, based on feedback heard from the community in early 2020. We look forward to getting further input from the community on this masterplan in the coming months.

Following this further consultation, the initial investment of $10 million seed funding will kick start the revitalisation of the estate, with additional funding required to continue the delivery of the masterplan. As you would be aware, the Government has recently committed an unprecedented $5.3 billion through the Big Housing Build to grow and improve social housing throughout Victoria and to support economic recovery and job creation. A 25% minimum of the Big Housing Build funding is committed to regional areas. Homes Victoria is actively considering a wide range of sites for potential redevelopment through the Big Housing Build, including regional sites such as the Delacombe Estate.

Work is underway to consider the most appropriate development models for local communities, suitability, feasibility, timing, and cost of the Delacombe Estate for the Big Housing Build program. I look forward to announcing further projects for the Big Housing Build once this assessment has been completed.
